Lieutenant Frisco was working a uniformed, off-duty security detail at Jus' Country Club when a woman reported a man trying to break into cars. Lieutenant Frisco located the suspicious man standing in the parking lot by a blue pick up truck. Lieutenant Frisco approached the truck in an attempt to question the man suspected of vehicle burglary. The door to the truck was opened with the suspect standing nearby. Lieutenant Frisco told the man to stop, but the suspect jumped inside the truck and drove away. Lieutenant Frisco grabbed onto the truck rails. The truck reached speeds of more than 60 miles per hour with Lieutenant Frisco clinging to the left side of the truck bed. The suspect weaved through traffic in an effort to dislodge Lieutenant Frisco. After traveling three blocks, Lieutenant Frisco lost his grip and fell to the pavement in front of Roosevelt High School at the 5000 block of Walzem; where he was run over by an approaching vehicle that was unable to stop.

The suspect remained at large for almost 20 years. A suspect in an unrelated drug case informed San Antonio detectives, Pablo Guzman Salinas, was the suspect involved with Lieutenant Frisco's case. In 2001, after investigation, Pablo Guzman Salinas was located and found to still possess the blue pick up truck in his drive way, hidden under a tarp. On April 28, 2003, Pablo Guzman Salinas plead guilty and was sentenced to 25 years in prison.

Lieutenant Frisco was survived by four children. Lieutenant Frisco joined Windcrest Police on July 10, 1974.

The Windcrest Optimist Club established the John Paul Frisco Law Enforcement Award on May 6, 1986 in honor and memory of Lieutenant Frisco. The award is given to those who have contributed to the Law Enforcement profession, community, and endeavors.-----Windcrest Police Department's website

Officer Joseph Marshall was working an off-duty funeral escort on January 25, 1982. Minutes after he had escorted the funeral procession to Fort Sam Houston National Cemetery, his police motorcycle collided with another vehicle as Officer Marshall traveled northbound at the 1500 block of Harry Wurzbach. Officer Marshall suffered head injuries and a broken left arm. He died from his injuries the following day.
The tragedy was an accident so no charges were made.

Officer Marshall was survived by his parents and two sisters from Marietta, Georgia and both Grandmothers from North Carolina. Officer Marshall joined Windcrest Police February 23, 1981 and was the first officer killed in the line of duty, from this department. ----source San Antonio Light, San Antonio Express News and Windcrest Police website
